Construction options for caller-supplied catalogs.
Supply localizedStringSupplier and fallbackLocale, plus exactly one of
localeSupplier or localeMatchSupplier. Catalogs are supplied once at
construction; the locale supplier is consulted per lookup without an override.
localizedStringSupplier: returns locale-tagged catalogs as a record or Map.
fallbackLocale: final fallback catalog locale; it must be loaded.
localeSupplier: returns a requested language tag. The tag remains the
diagnostic lookup locale, while matching determines the candidate chain.
localeMatchSupplier: returns a negotiation result. Its selected locale,
or its fallback when unmatched, becomes the lookup locale.
tiebreakerLocalesByLanguageCode: ordered preferences for ambiguous languages.
loadingLimits: limits applied while accepting the supplied catalogs.
runtimeLimits: reserved; custom runtime limits are refused.
catalogIdentity: an optional catalog identity claim. It does not establish
verified manifest delivery or make this instance eligible for SSR stamping.
warningHandler: observes construction warnings; throwing aborts construction.
pluralData: optional data from lokalized/data/ordinal or lokalized/data/ranges.
phoneticResolver: synchronous pronunciation-category resolver for a term
and evaluation locale. The default throws if phonetic resolution is required.
bidiIsolation: placeholder isolation mode; defaults to "rtl-locales".
translationFallbackPolicy: continuation decision after a failed candidate;
defaults to "missing-or-no-match".
translationFailureHandler: final-failure response; defaults to returning
the interpolated key.
translationFallbackObserver: observes a translation from a later candidate,
once, before it returns. Throwing propagates without resuming fallback.
Omitted or null policy and handler settings select library defaults. An omitted
or null observer disables observation. Callbacks are synchronous.
